Who Will Pass?
PASS-Promotion by Achieving Student Standards-is a process that complies with state law and organizes the promotion/retention decision-making steps across all schools in the district. The PASS process strengthens the commitment to student success between teachers, parents and students. The chart to the right outlines the PASS process for Campbell Union School District.

State Law
In 1999, the California Legislature enacted several laws related to school accountability and student achievement. Under these laws, school districts must identify two groups of students: those who will be retained and those at risk of retention based on the district's policy. Also, the district must provide these students with supplemental instruction and inform parents as early in the school year as possible that their children may be held back.

District Policy
Campbell Union School District policy (BP 5123) states that students who are not performing at grade level expectations may be retained based on several measures of student achievement. It establishes a collaborative Student Success Plan based on goals for which each student, parent, and teacher is responsible. If a decision is made to retain a student, the policy establishes the parent's right to appeal the decision.
