Rationale:

The Governing Board will consider and approve the administrative recommendations on the stipulated expulsion agreement on Case #2018-19-02 during closed session. Final action will be taken during open session.

11.3. Low-Performing Students Block Grant Plan

Rationale:

Due to recent additional funding from the California Department of Education, Campbell Union School District will receive funds through the Low-Performing Students Block Grant. The purpose of this funding is to provide California’s low-performing students with additional supports to increase their academic achievement as defined by the California Department of Education Code (ED), Section 41570(d).

The California Department of Education Reporting Tool provides the Low-Performing Students Block Grant entitlement for Campbell Union School District as:

The Assistant Superintendent of Instructional Services, Whitney Holton will present Campbell Union School District’s plan for the use of this funding.

12.4. Field Trip Request: Monroe Middle School Band Students to Music Festival, Great America

Rationale:

The students in the Monroe Middle School music program will have the opportunity to play a concert before a panel of judges. They will receive tapes of judge comments to be discussed following the trip and a score and trophy based on their skill level. Following the music festival, students will be rewarded with a day in Great America.

  

Chaperone Ratio:1:10

The students will be chaperoned by Kathleen Krafka, Monroe Middle School Music Instructor and parents.

 

Transportation:

Transportation will be by district bus. The bus will be funded by the Monroe Middle School Music Boosters Club.

The students in the Rolling Hills Middle School music program will have the opportunity to play a concert before a panel of judges. They will receive tapes of judge comments to be discussed following the trip and a score and trophy based on their skill level. Following the music festival, students will be rewarded with a day in Great America.

The students will be chaperoned by Mike Rawlinson, Rolling Hills Middle School Music Instructor and parents.

12.7. Instructional Materials - Williams Uniform Complaint Quarterly Report

Rationale:

As stated in Education Code 35186:

(a) A school District shall use the uniform complaint process it has adopted as required by Chapter 5.1 (commencing with Section 4600) of Title 5 of the California Code of Regulations, with modifications, as necessary, to help identify and resolve any deficiencies related to instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment.

Campbell Union School District reports that there were no complaints filed with any school in the district during the October 1 through December 31, 2018 quarter.

12.8. Resolution 2018-19-30, Disposition of Surplus Property

Rationale:

Attached is a Resolution and an itemized list of obsolete property that is no longer needed for school purposes and will be sold at a public auction in accordance with Education Code Sections 17545 and 17546.

12.9. Facility Use Agreement and Non-Binding Letter with American Red Cross

Rationale:

The American Red Cross would like to use Rolling Hills Middle School, Monroe Middle School, and Campbell School of Innovation as disaster-relief facilities during the event of an emergency or disaster.  The Facility Use Agreement is an update to an existing contract that was signed in 1995 with updated language and more defined terms.  In addition to the use of our facilities, the District agrees through the Non-Binding Letter to provide food services at an agreed upon price during the time of a disaster or emergency.

12.10. Appoint New Member: Citizens Bond And Parcel Tax Oversight Committee

Rationale:

Once certain bond measures pass in California, state law requires the District School Board to appoint an “independent citizens oversight committee to oversee the expenditures and uses of bond revenues, and then report their findings to the public.”   (Board Policy and Administrative Regulation 7214, General Obligation Bonds)

The purpose of these committees is to review district spending and ensure that bond revenues are used only for the purpose set before the voters in the wording of Measures G and CC as they appeared on the ballots.

Under Section 15282(a) of the Education Code, the committees must have at least seven members who serve for a term of two years without compensation and for no more than three consecutive terms.  These members must represent specific segments of the community: a business organization in the community, a community senior citizens organization, a representative of a bona fide taxpayers organization, a parent/guardian of at least one child enrolled in the District, as well as a parent who is an active member in a District parent-teacher organization.
