The Campbell Union School District’s Governing Board is currently elected under an “at-large” election system, where Board members are elected by voters of the entire District.  Board members are elected in even-numbered years and serve staggered, four-year terms, such that the next election for two seats is scheduled for November 2020, with the remaining seats scheduled for election in November 2022.  On September 19, 2019, the Board adopted resolution # 2019-20-10, declaring its intent to transition from at-large to by-trustee area Board elections, where each Board member must reside within the designated trustee area boundary, and is elected only by the voters in that trustee area. 

On October 3, 2019, after two public hearings to gather community input on the trustee-area map process, the Board adopted resolution # 2019-20-14 selecting criteria to guide the District’s demographers in preparing draft trustee area maps.

On October 17, 2019, the District timely published two (2) proposed trustee area maps on the District’s website for consideration by the Board and the community.  The Board held two statutorily required public hearings, one on October 24, 2019 and one on November 7, 2019, to receive community input on the proposed trustee area maps and sequence of elections, pursuant to Elections Code section 10010(a)(2).

Education Code section 5019 and 5030 authorize the Santa Clara County Committee on School District Organization (“County Committee”), upon application from a school district’s governing board, to change the method of election in a school district under its jurisdiction. The Board will consider choosing a preferred trustee-area boundary map and adopting Resolution #2019-20-22, Resolution Approving Transition to Trustee Areas, which would then be submitted to the County Committee for consideration.

Governing Board President, Michael Snyder, opened the public hearing at 7:05 p.m. in order to receive comments from the public on the two proposed trustee-area maps, the proposed elections sequence and adoption of Resolution #2019-20-22.

There being no comments President Snyder declared the public hearing closed at 7:06 p.m.

The Governing Board of the Campbell Union School District will receive community input on a proposal for the School District to submit a parcel tax measure to the District's voters at the March 3, 2020 election.  The proposal is that the School District will ask voters for approval to levy a special parcel tax on all taxable, non-exempt real property with the School District, in order to support the educational program in the District.  An exemption will be granted on any parcel, upon application, for persons aged 65 years or older, or for qualified disabled citizens regardless of age, as specified in the proposal.  The proposed parcel tax would be in an amount not to exceed $98 per year, per parcel, for 9 years beginning as of July 1, 2020.
