4. FLAG SALUTE

Minutes:
The flag salute was led by Capri Elementary and Village School students from the cast of "101 Dalmatians".
The students performed a musical selection from the play.

Minutes:
Community member, Cam Roberson, addressed the Governing Board concerning increased after hours for profit activities and traffic at Campbell Middle School.

Community member, Liz Gibbons, addressed the Governing Board concerning seeing complete long term plans and fiduciary responsibility for the Campbell School Of Innovation.

Community member, Al Lowder, addressed the Governing Board concerning conversations between the school district, schools and neighbors on the Campbell School Of Innovation.

10.1. Rosemary Elementary Expeditionary Learning Update

Rationale:

Principal, Brian Schmaedick, will present an update on the Expeditionary Learning process at Rosemary Elementary School to the Governing Board.

10.4. Campbell School of Innovation Update

Rationale:

Principal Norma Jeanne Ready, will present an update on the progress of the Campbell School Of Innovation TK-8th Grade Program.

10.5. Parcel Tax Report

Rationale:

The Deputy Superintendent will present the Parcel Tax Report

On May 5, 2015, the voters approved a parcel tax measure for Campbell Union School District.  As required by the State, the District needs to present an annual report showing how the funds were accumulated and expended the prior fiscal year, as well as identify the current and future projects the money will be allocated to.

10.6. Developer Fee Report

Rationale:

The Deputy Superintendent of Administrative Services will present the Developer Fee Report.

At the March 1, 2012 Governing Board meeting, the Board adopted the resolution to implement developer fees.  As required by the State, the District needs to present an annual report showing how the funds were accumulated and expended the prior fiscal year, as well as identify the current and future projects the money will be allocated to.

Donations in excess of $300.00 are accepted by the Board at a public meeting.  Letters of acknowledgment and appreciation are sent to all donors, regardless of the monetary value of the donation.

$400.00 donated by Susan Waltz to Blackford Elementary School to be used for supplies.

$5,000.00 donated by Village School PTA to Village School to be used for supplies.

$711.11 donated by 711 Incorporated to Sherman Oaks School to be used for Mariachi Program.

11.6. Local Control and Accountability Plan (LCAP) Local Indicators

Rationale:

Each district is required to assess their performance of local indicators using a State Board of Education approved rubric. The components of the evaluation rubrics will be reported to the public through the California School Dashboard which is a new website that educators and the public can use to see how each Local Education Agency (LEA) and schools are meeting the needs of California's diverse student population.

12.1. Resolution 2017-18-13, Resolution Approving The Closure Of Campbell Middle School As A Traditionally-Operated Public School And Re-Opening The School Site As A TK-8th Grade Charter School And Determining The Project Is Exempt From The California Environmental Quality Act

Rationale:

In order to close Campbell Middle School as a traditionally-operated public school and re-open it as a TK-8th grade charter school, and in order to file the project as exempt from the California Environmental Quality Act requirements, the State requires us to adopt a resolution officially stating our intent.

12.2. Fifth Grade Placement Beginning In 2018-19

Rationale:

Campbell Union School District Board Policy requires all 4th grade students to apply for 5th grade placement through the Open Enrollment process to select attendance in elementary (5th) or middle school (5th). An exception to this is for Sherman Oaks Dual Immersion School as this program is intended to be from Transitional Kindergarten or Kindergarten through sixth grade.

With the closure of Campbell Middle School and the opening of the Campbell School of Innovation in 2018-2019, at the October 12, 2017 Governing Board Special Study Session on boundary changes in CUSD, staff presented a proposal to keep all 5th grade students at the elementary sites in an effort to keep the middle schools’ enrollment from becoming too large.  As a result, the Governing Board recommended that students entering fifth grade beginning with the 2018-2019 school year remain at the elementary sites.  This would continue throughout the transitional years until full enrollment of the Campbell School Of Innovation is reached.  At that time, the district will conduct an interest survey to determine the feasibility of returning to providing an option of 5th grade attendance at elementary and middle school..

12.3. Campbell Union School District Boundaries

Rationale:
Board Policy 5116 tasks the Governing Board with regularly reviewing school attendance boundaries, taking into account school capacities and enrollment data, geographic features, student safety and transportation, racial and ethnic balance, educational programs such as magnet schools, and community input.

With the opening of the Campbell School Of Innovation in 2018-2019 new  boundaries for Campbell Union School District have been created to reduce the impact to our schools, reduce the size of our two large elementary schools - Capri and Castlemont and balance the size of our two middle schools- Monroe and Rolling Hills.

As a result of a Governing Board Study Session on October 12, 2017, community input meetings on October 24 and November 14, 2017 and extensive research and recommendations by  Enrollment Projections Consultants, the new Campbell Union School District Boundaries are presented for approval.

The following community members addressed the Governing Board regarding the proposed boundaries for the Campbell School Of Innovation:
Marlen Funes,Ma Ines Ortega, Jhoana Ortega, Patricia Pipp, Brittany Turley and Robert Youmans.

Rosemary Elementary staff, Erin Ito, Sonia Cosio and Amelia von Gerer addressed the Governing Board regarding the proposed boundaries for the Campbell School Of Innovation.

Motion to approve the Campbell Union School District Boundaries for both elementary and middle boundaries as presented was made by Danielle M.S. Cohen. There being no second, Danielle M.S. Cohen withdrew the motion.

Following further discussion, motion to approve the Campbell Union School District Boundaries for both elementary and middle boundaries as presented was made by Michael L. Snyder with a second by Danielle M.S. Cohen and passed with the following vote:
Ayes = 3, Noes = 2, Abstain = 0

The Governing Board requested a recess at 9:31 p.m.
The Governing Board reconvened to regular session at 9:38 p.m.
