The Governing Board will reconvene to regular session

A representative from National Demographics Corporation will present two proposed trustee-area boundary maps for Campbell Union School District and information on the process for drawing the trustee-area maps.

Following the presentation, the Board will hold the first of two statutorily required public hearings to receive community input on the proposed trustee-area maps and the proposed sequence of elections, pursuant to Elections Code section 10010(a)(2).

The Campbell Union School District’s Governing Board is currently elected under an “at-large” election system, where Board members are elected by voters of the entire District.  Board members are elected in even-numbered years and serve staggered, four-year terms, such that the next election for two seats is scheduled for November 2020, with the remaining seats scheduled for election in November 2022.  On September 19, 2019, the Board adopted resolution # 2019-20-10, declaring its intent to transition from at-large to by-trustee area Board elections, where each Board member must reside within the designated trustee area boundary, and is elected only by the voters in that trustee area. 

On October 3, 2019, after two public hearings to gather community input on the trustee-area map process, the Board adopted resolution 2019-20-14, selecting criteria to guide the District’s demographers in preparing draft trustee area maps.

On October 17, 2019, the District timely published 2 proposed trustee area maps on the District’s website for consideration by the Board and the community.  On October 24, 2019, the proposed trustee area maps will be presented to the Board.  Following the presentation, the Board will hold the first of two statutorily required public hearings to receive community input on the proposed trustee-area maps and the proposed sequence of elections, pursuant to Elections Code section 10010(a)(2).

Director Extensions, Liz Gonzalez, Director Instructional Services, Edna Laskin and Director Special Education, Chiara Perry will provide an overview of the 2019 Summer Programs; Adventures in STREAM, Summer Camp, Extended School Year (ESY), Achieve Summer Learning, Elevate Math, and CREW.

The Director of Student Services, Rosanna Palomo will be providing a report to the Governing Board on the mental health services and support providers for the Campbell Union School District. 

As per Education Code Section 35120(c), “A member may be paid for any meeting when absent if the Board by Resolution duly adopted and included in its minutes finds that at the time of the meeting he or she is performing services outside the meeting for the school district or districts, he or she was ill or on jury duty, or the absence was due to a hardship deemed acceptable by the Board.”

At the March 28, 2019 the Governing Board approved the submission of CDE Form J-13A Request for Allowanance of Attendance Due To Emergency Conditions as a result of a material decrease in Average Daily Attendance (ADA)  on November 16, 2018 due to bad Air Quality in San Jose caused by fires that began on November 12, 2018 and continued for days. 

On November 16, 2018 the following schools were affected by declined attendance: Blackford, Capri, Castlemont, Rosemary, and Village.

CDE Form J-13A was accepted for Rosemary Elementary School.

The CDE is requiring a re-submission of a separate Form J-13A for each of the following schools: Blackford Elementary, Capri Elementary, Castlemont Elementary and Village School.

The estimated average daily attendance (ADA) decrease on November 16 is expected to be 1.695, which is approximately $16,889.

The fifth grade students from Village Elementary School and the sixth grade students from Monroe Middle School and Rolling Hills Middle School are requesting Governing Board approval to attend Walden West.

FUNDING SOURCE:

The fifth and sixth grade students have been earning money for this project through various fundraisers, donations, and parent support.

TRANSPORTATION:

Transportation for the middle schools will be by school bus. The schools’ fundraisers will pay for the cost of the bus. Village School students will travel by private vehicle.

CHAPERONE TO STUDENT RATIO:

1:10 which includes Science Program staff

IMPACT TO GENERAL FUND:

There is a required stipend of $100.00 per night for each teacher chaperone. This is planned in the budget and is not a new and unexpected expenditure.

As stated in Education Code 35186:

(a) A school District shall use the uniform complaint process it has adopted as required by Chapter 5.1 (commencing with Section 4600) of Title 5 of the California Code of Regulations, with modifications, as necessary, to help identify and resolve any deficiencies related to instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment.

Campbell Union School District reports that there were no complaints filed with any school in the district during the July 1 through September 30, 2019 quarter.

Silicon Valley Paving will provide the following work at the Family Learning Center:

1) Drywall, tape and texture new wall and repairs 

2) Frame new door opening and install doors, hardware and tackable wallboard 

3) Install new wall framing for Rooms A1 and A2

Lozano Smith has provided legal services for Campbell Union School District since 2000.  The scope of their work includes Human Resources and Business issues including our lease agreements, consultant contracts, construction agreements and collective bargaining matters.

Fagen Friedman & Fulfrost LLP has provided special education legal services for CUSD since 2012.  They consult and serve as legal counsel for special education matters.   

Mouser Law Firm will provide Student Services legal services for Campbell Union School District.  They will consult and serve as legal counsel for Student Service matters.

The proceeds from the first and second Measure CC Bond sale (Series A and B) have been committed and additional funding is required to continue our construction projects without any interruption.  With Series C, the District will be selling up to $24,000,000 of the remaining $34,000,000.  In addition, additional funds were made available in the Measure G Bond because of increasing property values, so we will be selling $6,000,000 of the remaining $55,000,000 authorized by the voters.

Meetings may be scheduled, rescheduled and/or cancelled as required to conduct District business.
