Rationale:
School districts who are placing a parcel tax or bond measure on the November 8, 2016 General Election ballot may request a resolution from The Santa Clara County School Boards Association.
 
Minutes:
Superintendent Andrew presented to the Governing Board Santa Clara County School Board Association's (SCCSBA) request for resolution for the upcoming Campbell Union School District Bond Measure on the November 8, 2016 General Election ballot.

The Governing Board agreed to submit a request for resolution to SCCSBA.
9. STUDENT EXPULSION-CASE 2016-17-01

Rationale:
The Governing Board will consider and approve the administrative recommendations on the stipulated expulsion agreement on case #2016-17-01 during closed session.  Final action will be taken during open session.

Following negotiations, the attached agreement was reached with Campbell Elementary Teachers Association for the 2016-2019 school years.

13.8. Agreement Between Campbell Union Elementary School District and Department of General Services Office Of Administrative Hearings

Rationale:

Our disciplinary process outlined in our Administrative Regulation 4218, states that employee Dismissal, Suspension or Disciplinary Action Hearings will be conducted before a Hearing Officer.  This agreement between the District and the Office of Administrative Hearings allows provision of Administrative Law Judges to conduct any necessary Disciplinary Hearings for the District.  The contract will be in effect for five years.

Rationale:

The Gann Amendment (Proposition 4, 1979) limits the growth allowed in appropriations made by State and local governments, including school districts.

According to State law, the Gann Amendment requires that districts establish an appropriation limit (commonly called the Gann Limit) each fiscal year by Board resolution.

13.13. Agreement Between CUSD And AchieveKids School (NPS) Services For The 2016-2017 School Year

Rationale:
Two Campbell Union School District students attend AchieveKids School, a non-profit, non-public special education school for children with significant academic, social, emotional and behavioral needs.  Due to the severity of their disabilities and the impact on the social, emotional, behavioral and academic levels of functioning, these students are unable to benefit from existing special education public school programs at this time.  AchieveKids School provides a multi-disciplinary, academic and therapeutic program to learning disabled and emotionally troubled special needs children in a structured, safe and secure environment.  This program recognizes the individual differences of these students and addresses each need within the classroom setting.  The AchieveKids teaching staff works in conjunction with counselors, administration, and parents to gather information from various perspectives and establish a comprehensive educational plan for each student.  Our goal is to provide these students with the opportunity to gain the tools they need in this safe and secure environment to develop a positive self-image, and demonstrate the personal and academic growth needed to successfully transition to a less restrictive environment within the public school setting. The impact to the general fund for both students is $223,675.14.

Clark School provides a multi-disciplinary, academic and therapeutic program to learning disabled and emotionally troubled special needs children in a structured, safe and secure environment.  This program recognizes the individual differences of the student and addresses each need within the classroom setting.  The Esther B. Rationale:
The Campbell Union School District contracts with Maxim Healthcare Services to support a student attending Campbell Middle School.  The student requires full-time nursing support as outlined in their Individual Care Plan.  This contract is a renewal to continue support during their 8th grade school year.

iReady is an adaptive diagnostic assessment and online instruction tool that we used during the 2015-16 school year to provide ongoing diagnostic information about student achievement in grades 1st – 8th in both English Language Arts (ELA) and Math.  Students were also able to complete tailored instructional lessons lessons, based on their diagnostic results, which furthered their learning of Common Core standards.   We will continue using the iReady diagnostic assessments for the 2016-2017 school year. iReady exams have also been approved by the State Department of Education for determining the end of the year learning achievement of second grade students.

At least 3 times during the year, students in grades 1st – 8th will be assessed in their proficiency of the Common Core standards: a window for baseline information has been established for administration of the exam within the first two weeks of school.  iReady exams will be given prior to the fall and winter reporting periods, grades 2nd – 8th for both ELA and Math, and in grade 1 for Math.

Since iReady is an adaptive diagnostic it will accurately pinpoint the needs of individual and groups of students. It then provides blended instruction to the student in the form of customized online learning and recommendations for direct teacher instruction.  iReady trainers will meet with our Instructional Leadership Teams to ensure understanding of the tool, the resulting test data, and the alignment of individualized instructional lessons for each child.
