What is the Legislation?

The California State Legislature has allocated on-going funding designated for Expanded Learning through the Expanded Learning Opportunities Program (ELO-P) to serve transitional kindergarten through sixth grade students who are homeless/foster youth, qualify for free/reduced lunch or are English Language Learners. This law requires all local education agencies (LEAs) in California to offer a minimum of nine hours instructional time for the school day and before and/or after school programming.

How many students in the district meet one of the qualifying criteria?

CUSD’s current 2023-2024 data shows 2,148 students meet one of the qualifying criteria. Of this group, only ten percent indicated interest based on a survey sent earlier this month.

What does this mean for CUSD Expanded Learning’s CampbellCare Registration?

CUSD must first offer registration to families with a student/s who meets one of the ELO-P criteria above. For the 2023-24 school year, identified families will receive an email through ParentSquare on March 15, 2023. Identified families must enroll their students by March 30, 2023. Enrollment will then be opened to those who do not meet the specific eligibility requirements.

What if my student does not meet one of the criteria?

CUSD families can submit their information to our online CampbellCare

Fee-Based Interest List. It will be available starting on March 15, 2023.

Once all students who meet the ELO-P criteria are given an opportunity to register, any remaining spots, if any, will be filled by lottery from the CampbellCare Fee-Based interest list.

All families who have submitted their interest form will be notified about whether there will be a lottery for CampbellCare at their school site and when it will take place. It will also be noted on the Expanded Learning website.

Drawings will be site specific. If a site has reached capacity, no lottery will take place.

The interest list will be kept for the 2023-2024 school year. In the event of student withdrawals or increases in program capacity, we will conduct a lottery for the available spots so that anyone on the interest list has an equal chance for the available spot/s.

What is the registration process for the CampbellCare morning program?

The ELO-P legislation will not change the online registration process for the morning program. CUSD families will be able to register, first-come first-served, for the fee-based morning care programs listed on our registration website.

What are my options if the afternoon CampbellCare program at my school site reaches full capacity?

Submit your online CampbellCare Interest Form to our Expanded Learning Department. The form will be available March 15, 2023 on our website. Any remaining spots, if any, will be filled by lottery.

Current CUSD families who have needed other child care options have used off-site child care centers in the community (some who provide transportation), child transportation companies, nannies, babysitters, and/or family/friends
